The Blaine City Council approved an interim ordinance Monday placing a one‑year moratorium on accessory dwelling unit (ADU) approvals to give staff time to study zoning and craft revised regulations.
Assistant Community Development Director Sheila told the council the city currently allows detached ADUs by conditional use permit and attached ADUs as a permitted use, but council had directed staff on May 5 to move further ADU discussion to a workshop. Staff recommended a one‑year moratorium to allow time for zoning research and development of revised regulations; council can shorten the period by motion.
The moratorium would pause new ADU approvals while staff completes ordinance research, prepares draft amendments and conducts a workshop. Staff noted a workshop was tentatively scheduled for June 16. The city emphasized that any proposed ordinance changes would still require council approval before taking effect and that maintaining fair housing obligations is required by the grant and city practice.
Council voted to hold the second reading and approve the interim ordinance imposing a one‑year moratorium on ADU approvals; the motion prevailed by voice vote.
