Shannon criticized an increase in spending for the Capturing Kids' Hearts program from $75,000 to $750,000, calling that expansion unproven and listing alternative uses she said would better support instruction, including teacher stipends, tutoring, class-size reduction and technology. "This program isn't capturing kids' hearts. It's capturing dollars," she said, adding that some teachers report the program creates additional workload without addressing student behavior effectively.
She asked trustees to broaden which teachers are heard at meetings and to revise campus improvement plans and evaluation metrics for superintendent and principal performance.
