Christine Hess, chief financial officer of the Nevada Housing Division, presented Assembly Bill 366 and said it converts the Supportive Housing Development Fund (established by AB310 in 2023) into a permanent general‑fund account and appropriates $21 million to that account for the FY 2026–27 biennium.
Hess said AB310 in 2023 appropriated $32.2 million to launch the pilot. The division has made five grant awards so far totaling $13.8 million to support 170 units statewide, four in Northern Nevada and one in Southern Nevada; about $17.4 million remained in the account and the division expects to obligate those funds before the end of calendar year 2025. Supporters including the Nevada Housing Coalition, regional housing authorities and developers testified in favor of the bill.
Sponsor and housing-division staff characterized the bill as building on an existing pilot and providing ongoing capacity to develop supportive housing for people experiencing or at risk of homelessness. No opposition callers registered during the hearing; no committee vote appears in the transcript.
