Bill would let Nevada school districts make provisional hires while candidates complete licensure

Dylan Shaver, representing Washoe County School District, told the Senate Finance Committee that Assembly Bill 49 aims to speed hiring by allowing school districts to provisionally hire otherwise qualified candidates (including teachers, counselors, nurses and social workers) pending final licensure with the Nevada Department of Education.
Shaver said the bill responds to specific cases in which qualified professionals — for example, a licensed pediatric nurse — could not begin district work because the state licensure process took months. He said the measure preserves background checks and other qualifications; it simply allows provisional hires while applicants complete licensure.
Shaver said the Department of Education removed a fiscal note after review; sponsors provided a letter from the district superintendent stating no fiscal impact. The sponsor said the change would apply to all districts statewide. No opposition or neutral callers registered on the public line during the hearing.
