Summary
The Brimfield Township Board of Trustees unanimously approved a resolution to grant Brimfield Senior Living LLC a 10-year, 60% real-property tax abatement within the township's rural enterprise zone for a Saint Edward's assisted-living facility; port authority conduit financing has been approved and county-level review remains a next step.
The Brimfield Township Board of Trustees voted unanimously to approve a resolution authorizing a 10-year, 60% real-property tax abatement for Brimfield Senior Living LLC to build a Saint Edward's assisted-living facility in the township.
Trustee Nick Coia called for and the trustees approved the resolution after a public presentation by developers and their representatives. The resolution is framed as an enterprise-zone tax incentive intended to encourage construction of assisted-living units and associated employment in the township.
Terry Seaburger, a Stark County attorney representing Brimfield Senior Living LLC, told the trustees he and Dan Dehauf were present to answer questions about the project. Dehauf described the facility as an extension of the existing Maple Crest community and said the tenant would be Saint Ed's, which he described as a not-for-profit Catholic organization. Dehauf said the applicant requested a 60% abatement for 10 years.
Developers and the Port Authority representative briefed trustees on the financing timetable. Brad Earhart said the port authority had approved conduit financing for the project and that, once the township approves the resolution, the packet will go to the county prosecutor for review before the Portage County commissioners act.
Trustee Mike asked about employment and was told the application listed an estimated 98 employees. Trustees also asked about anticipated tax revenue; staff and the applicants said final tax amounts will depend on the county auditor's valuation and are therefore "not specified" at this time.
The board's approval was recorded by roll call: Trustee Nick Coia, Yes; Trustee Mike, Yes; Trustee Sue, Yes. The motion passed and the township will forward documentation to the county prosecutor and then the commissioners for their action.
The project remains contingent on county-level approvals and final auditor valuation for tax projections. No zoning permit or building permit outcome was recorded in the trustees' vote; trustees recorded only the enterprise-zone tax-abatement resolution.
For now, the township record shows: the Port Authority has approved conduit financing; the township approved the enterprise-zone resolution; the county prosecutor and the Portage County commissioners are next steps in the process.
