The Santa Barbara Historic Landmarks Commission on June 4 designated three residences as historic structures of merit, ratified the June consent calendar and approved the minutes of its May 21, 2025 meeting.
Commissioners voted unanimously on the three designation resolutions. The commission adopted Resolution No. 2025-7 for 20 East Los Olivos (Spanish Colonial Revival, built 1924), Resolution No. 2025-9 for 1740 Overlook Lane (Spanish Colonial Revival by George Washington Smith, 1922, with additions by Lockwood de Forest Jr., 1927 and 1932) and Resolution No. 2025-10 for 903 Arbolado Road (Spanish Colonial Revival, designed by Anna Louise Murphy Vey, 1922). Staff presentations described character-defining features and the properties— retained historic integrity.
At 20 East Los Olivos, staff said the two-story Spanish Colonial Revival house retains original features including leaded glass and OG lugs in upper sashes and terracotta tile roofs; owner William McCoy told the commission he was "honored to be the steward for the next chapter" and said he intends to preserve the house—s integrity. The commission voted in favor of designation (roll-call: Butler yes; Lundbeck yes; McClure yes; Dorton yes; Drury yes; Enzberg yes).
Commission staff presented 1740 Overlook Lane as an unusually intact George Washington Smith house with landscape and additions by Lockwood de Forest Jr.; the owner participating online said the team is "preserving as much as we can, all original doors, windows, salvaging everything in and out." The commission approved Resolution 2025-9 (roll-call: Lundbeck yes; McClure yes; Jordan yes; Drury yes; Enzberg yes; Butler yes).
Staff described 903 Arbolado Road as the work of Anna Louise Murphy Vey and noted its sandstone walls, terracotta tile roofs and intact wood casement windows. Owner John Barrett, online, said the owners feel like "stewards" of a property that "has a soul" and described efforts to retain original materials during the ongoing restoration. The commission adopted Resolution 2025-10 with a unanimous vote (Jordan yes; McClure yes; Drury yes; Enzberg yes; Butler yes; Lundbeck yes).
The commission also ratified action taken on the June consent calendar, which included project design and final approvals under conditions: 2134 Mission Ridge Road (project and final approvals; windows required to be wood, not aluminum), 536 Brinkerhoff Avenue (project and final approval with condition of low plantings along proposed fence) and 2559 Puesta del Sol (acceptance of a historic structure/sites letter report and project design and final approval). The ratification motion passed on roll call with all commissioners voting yes.
At the start of the meeting the commission approved the minutes of the May 21, 2025 meeting. Commissioner Lenvick moved and Commissioner Butler seconded the minutes approval; the roll call recorded one abstention (Commissioner Dury) and the motion passed.
Staff announced the postponement of a separate item (sandstone hitching posts structure-of-merit designation) to a date certain of July 16, 2025 and several public-facing preservation events and subcommittee updates were reported during the meeting.
