Maury County planning commission defers concrete batch plant final site plan pending pump-and-haul permit and plan revisions

The Maury County Regional Planning Commission on May 27 deferred action on a final site plan for a concrete batch plant in District 7 after staff and commissioners identified multiple outstanding technical and permitting items.
The commission’s decision came after the applicant, represented by Gary Whitaker of Griggs and Maloney and engineer Curtis Broadbent, said a pump-and-haul permit application had been submitted to the State of Tennessee but was still in the 30-day review period. Whitaker told the commission, “We have actually submitted that application to the state for this site,” and Broadbent said the applicant would address commission comments before returning.
Commissioners and staff identified several conditions that must be resolved before a final approval: the pump-and-haul permit must be granted by the state; a complete landscape plan must be provided; parking for on-site employees and off-site truck drivers must be clearly shown and paved per the county zoning ordinance; a designated route or culvert detail is required where trucks will cross existing berms; stair and railing details for the office entrance in addition to ADA ramps; septic components must be traffic/drive-rated and use concrete or metal risers rather than plastic; and storage of dry materials must be outside floodplain limits.
Planning staff recommended that approval be withheld until the pump-and-haul permit is issued. Commissioners discussed whether to conditionally approve or defer; one commissioner said, “I feel like there’s some big enough items that I would prefer deferral,” and the commission voted to accept the applicant’s request to defer the matter until the July meeting.
The commission also asked the applicant to submit a written summary of the conditions to guide corrections and set a deadline for resubmittal. Staff said the deadline for corrections to be considered for the June meeting would be May 30 if the applicant wished to return sooner, but the applicant requested deferral to July and the commission agreed.
No formal vote on the site plan occurred; the formal outcome recorded was a deferral to the July meeting with the list of required corrections to be prepared by staff and the applicant.
The deferral preserves the commission’s ability to require the pump-and-haul permit and the other site-plan details as conditions of final approval when the application returns.
