The council adopted a resolution to initiate annexation of three segments of public right of way currently under county jurisdiction, a step staff said will allow the city to manage planned capital improvements.
Senior planner Tom Seavers told the council the proposed annexation includes an approximately 950‑foot segment of Aspen Street from Centennial Boulevard to the easterly end of Menlo Loop, a roughly 150‑foot portion of Menlo Loop east of Tamarac Street, and an approximately 1,412‑foot segment of mid‑block Laura Street. Seavers said the request affects right‑of‑way only; no private property is included.
Seavers said the annexations proceed under the Springfield Development Code and an intergovernmental agreement with Lane County to transfer jurisdiction in order to facilitate capital work. Staff will prepare annexation findings and hold a public hearing at a later date before final action.
Council adopted the initiation resolution on a 6–0 vote.
