Staff said the zoning code (section 78-4-54) requires a parking study when a proposed use is not specifically listed in the parking table; the applicant submitted a study proposing 29 spaces while staff’s requirement was 28 spaces.
Staff characterized the proposed facility as a convalescent-home-like or assisted‑care use for parking-calculation purposes, similar to the Arbor Wellness example previously reviewed by the commission. The plan provides 27 regular stalls plus two accessible stalls for a total of 29 spaces; staff and the commission’s parking consultant reviewed and agreed with the study’s methodology.
Staff noted the facility will provide 24-hour care and that details about patient length of stay and operational program were supplied in the applicant’s materials attached to the agenda. Commissioners asked whether the additional two accessible stalls were sited on the plan; staff confirmed they were included. The item was placed on the consent agenda.
