Commission reviews revised hillside site plan for 1118 Long Street Circle; staff requires engineering and preconstruction controls

The commission reviewed a revised hillside protection final site plan for 1118 Long Street Circle, a lot that previously received approval but whose approval expired after the three-year vesting period. Staff said the proposal is essentially unchanged from the prior approval but includes minor engineering revisions arising from permitting and previous conditions of approval.

Key conditions staff highlighted: a revised final site plan showing an added hammerhead and a public access easement must be recorded before any permits will be issued; fire hydrant and water meter locations must be sited on minimally sloped, accessible ground not impeded by existing guardrails; the grinder service connection box must be located outside of pavement and drive areas; and a preconstruction meeting will be required. Staff also reiterated prior conditions remain in effect.

Commissioners and staff discussed longstanding neighborhood concern about feasibility and slope stability. Staff said the lot had an approved plan in 2015 that lapsed and that subsequent approvals had lapsed as well; geotechnical reports show colluvial soils on the lot, so the city requires a geotechnical engineer on-site during construction and third-party structural review. Staff said the development team submitted structural and geotechnical designs reviewed by outside consultants and the city and that guardrails and other traffic/road protections will be installed as part of the project.

Commissioners requested that staff compile and circulate the list of prior conditions of approval to the commission before the Monday meeting so the commission and public can see which prior conditions remain active.
