Board approves six-month county employee EV-charging pilot at government center

The Kings County Board of Supervisors approved an electric vehicle charging pilot program for county employees at the Kings County Government Center running July 1 through December 30, 2025.
Giselle Goeig, Administrative Analyst in Kings County Administration, presented the pilot, saying nine Level 2 charging stations are installed at the government center. Under the pilot, seven chargers will be designated for employee use during business hours with two reserved for county fleet vehicles; after hours, all nine may be used for fleet charging. Employees will register, sign an EV charging agreement and a waiver and use chargers free of charge for the pilot, with the public works budget covering costs.
Goeig estimated a maximum six-month cost of $22,289 based on peak rates and maximum usage; staff cautioned actual costs will vary by usage patterns and Southern California Edison pricing structures. The chargers and motor pool install were delivered through Southern California Edison and are not connected to the county’s solar energy system; there is no direct solar offset for the pilot.
Usage rules include hours of availability (7 a.m.–6 p.m., Monday–Friday), a maximum of two charging sessions per employee per week and a 5.5-hour limit per session; access will be controlled by county-issued RFID cards. Sheriff Dave Robinson suggested including shift workers in future program considerations; staff said such modifications could be analyzed for future changes.
The board moved to approve the pilot program policy, the employee charging agreement, and the waiver and release of liability; the measure passed on roll call.
