Board approves $4.6M contract with Granite Construction for Avenal Cutoff Phase 2

Mitchell Cabrera, chief engineer in Public Works, told the board the county completed Phase 1 last year—about 4.5 miles from State Route 198 south to 25th Avenue—under budget and on time. The Phase 2 scope will continue from 25th Avenue north to just north of 30th Avenue and uses a similar construction strategy, including full road closures and detours. Cabrera said anticipated working days are 60 (approximately three months).
Cabrera reported Granite was the lowest responsive bidder among six or seven bidders and had performed well on Phase 1. He said total construction for Phase 2 is $4,600,000 and that the project is fully funded by SB 1 monies, with no county general fund impact.
A public question asked whether this work related to a pedestrian bridge project in Kettleman City; staff clarified the Avenal Cutoff is a county road project separate from state highway projects and separate funding and planning streams.
The board approved the construction agreement on roll-call vote and directed staff to proceed with contract execution and project scheduling.
