Board approves library remodel plans, to advertise construction for Hanford and Lemoore branches

Kings County public works staff presented complete plans and specifications for remodel projects at the Hanford and Lemoore library branches and requested authorization to advertise the projects for construction bidding.
Mitchell Cabrera, chief engineer for the Public Works Department, told the board the projects follow successful grant awards in late 2022. He said design work was performed by 4 Creeks, selected via request for proposals and awarded design on January 30, 2024. Cabrera said the plans are ready to go to construction solicitation.
Staff presented preliminary cost estimates, noting the fiscal-impact figures in the report were conservative. Cabrera summarized estimated funding as approximately $8,000,000 grant-funded plus $700,000 non-grant-funded for the Hanford Library, and roughly $4,700,000 grant-funded plus $420,000 non‑grant for the Lemoore branch; non‑grant items are expected to be covered by the library’s contingency funds.
Cabrera said the county plans a six-week advertisement period with a mandatory site visit for bidders. He described work that includes life-safety and building-systems upgrades plus interior cosmetic updates.
A member of the public asked whether construction would be delayed by a separate personnel matter involving a librarian; staff said the project will proceed and that county staff can continue the project work. Cabrera said the county has arranged temporary library space downtown Hanford for public access during construction.
The board approved the plans and authorized advertising for construction on a roll-call vote.
