Board approves side letter to Detentions Deputy Association adding small daily overtime for pre/post shift work

The Kings County Board of Supervisors authorized the human resources director to sign a side letter agreement with the Detentions Deputy Association that provides limited overtime for pre- and post-shift activities for specified detention classifications.
Carolyn Leese, Human Resources director, told the board the county’s memorandum of understanding with the association (effective July 1, 2024, through June 30, 2026) included a reopener to address whether pre- and post-shift activities performed by sworn officers should be compensated. The side letter resolves that reopener, a grievance, and a government claim.
Under the agreement, effective March 1, 2025, eligible sworn detention personnel assigned to shift work will receive 0.3 hours of overtime per day for pre- and post-shift activities; eligible non‑sworn detention technicians assigned to shift work will receive 0.2 hours per day. The agreement excludes specialty positions and positions that do not require pre/post shift activities.
Leese said the one-time cost from March 1, 2025, through the end of the fiscal year is approximately $69,363, with ongoing costs to be absorbed by departments through the budget process.
The board voted to authorize the director to sign the side letter. There was no public comment and no board amendments during the item.
