Director Wanda Adams made the motion and Director Helen Shelby seconded it; the board voted unanimously to approve the purchase and associated work. Staff said the project was budgeted in the capital improvement program at $25,000, but bids exceeded that amount, and the increase will be paid from the general community development parks line item.
According to staff, the existing controller was intended to automatically start and stop the splash pad; after water intruded into the controller box the pad must be turned on and off manually each day. The proposed work includes replacing the controller and relocating it to a different on‑site location to reduce future exposure to water.
Staff described the procurement as a cooperative purchase and said the city contacted two additional splash‑pad firms; the chosen vendor is on a buy‑board cooperative and has previously worked on Balch Springs splash pads. Staff noted the contractor’s cost estimate does not anticipate repairs to concrete at the site; if concrete work is required, staff said that would be addressed separately.
Board members asked about prior repairs and how the city will prevent a recurrence; staff said the controller will be relocated to a safer on‑site position. The board approved the expenditure and staff said they will proceed with ordering and installation.
