City launches downtown design focus group to develop design criteria for overlay district

Kelly Schroeder, Sheridan city planner, updated council at the May 20 study session on the downtown design work that will follow the city’s November adoption of the Downtown Overlay District.
Schroeder said the city convened a focus group that includes downtown property and business owners, local architects and builders, the Historic Preservation Commission, the Downtown Sheridan Association (DSA), Planning Commission members and city staff. The group’s role is to provide technical input and help craft design criteria that would apply within the overlay district.
Schroeder outlined a tentative public engagement timeline: a public launch in June with postcard notices and a project website, participation at Third Thursday in July, an open house in August or September, and draft recommendations available for public review this fall. She said the goal is to return final recommendations to council by the end of the year.
When asked whether the design guidance would be requirements or guidelines, Schroeder said that decision is open to the focus group and public input; the original intent discussed earlier in the overlay work was to develop enforceable design requirements, but she said that is subject to public feedback and the focus group’s recommendation.
Schroeder asked council members to participate and engage property owners during the outreach period. No formal action was taken at the study session; the update outlined next steps and an outreach schedule.
