HHC board approves $3.5 million contract negotiation for North Arlington clinic renovation

The Health and Hospital Corporation Board of Trustees voted 6-0 to approve entering contract negotiations with Holiday Construction Group for the complete renovation of the O.S. Canassy Health Clinic at 2505 North Arlington Avenue.
Pink Bissett, vice president of facility services and real estate for Health and Hospital Corporation, told trustees the building is approximately 29,000 square feet and the renovation will cover most of the first floor and the basement. "Architectural scope includes demolition, interior wall decorations, casework, door and hardware, mechanical, electrical, plumbing, technology," Bissett said, adding the renovation will include new heating, ventilation and air conditioning and updates to power, lighting, plumbing and technology to accommodate a new floor plan.
Bissett said the renovated site will house the Northeast District Health Office and shared space for Action Health Center, social work and the refugee health clinic. She said four sealed bids were opened publicly and Holiday Construction Group was identified as the "most responsive and responsible bidder" following interviews and review by supplier diversity, facilities, real estate and purchasing staff. The recommended contract amount is $3,505,528.
The project’s supplier diversity participation goals were listed as 15% MBE, 8% WBE, 3% VBE and 1% DOBE.
Trustee Lazard called for a roll-call vote; the motion carried 6-0 with Vice Chairperson Drummer, Trustee Doucette, Trustee Dr. Fish, Trustee Hanafi, Trustee O'Brien and Trustee Lazard recorded as voting yes. Trustee Horn was not present.
The board resolution authorizing negotiations was limited to entering contract talks with the presumptive awardee; Bissett said staff would proceed with contract negotiations and bring the final agreement back to the board if required.
