The Brawley City Council authorized a resolution allowing the temporary reappointment of Shirley Bonillas, a CalPERS retiree, as an extra‑help retired annuitant in the Human Resources department effective July 8, 2025.
Silvia Viscara, human resources generalist, told the council the reappointment would seek an exception to the CalPERS 180‑day rehire restriction because Bonillas’s institutional knowledge is needed to update policies and rewrite the city’s employee handbook (Viscara stated the current handbook dates from 1983). Viscara said the role would be temporary, hourly only (no benefits or retirement contributions), and compliant with CalPERS rules for return annuitants. Staff estimated initial hours at about 20–30 per week during a first phase of policy work, tapering to 10–20 hours per week during a second phase focused on the handbook.
Council members asked about hours and staffing; Viscara said the HR team currently includes Bonillas, herself and a recently hired HR clerk and that the appointment is intended to support a transition and complete policy work. A motion to approve the resolution passed by voice vote.
Staff said the resolution will be forwarded to CalPERS for the required exception approval and that the reappointment is temporary and budgeted in an existing line item.
