Blackstone said staff negotiated and sought to keep costs within budget but requested council approval of an increase—staff described a $104,000 rise in project cost and noted a $20,000 contingency portion. The requested funding breakdown in the staff presentation was $92,000 from development impact fees and $11,300 from the general fund if needed.
Blackstone described the rooms as an administrative conference room and a second, privacy‑oriented room formed by reconfiguring the lobby; the rooms are intended to support private interviews, community engagement and the police community‑liaison programs. He said capacities would be roughly 12 and 10 seats for the two rooms respectively.
Finance staff explained the project will draw from the police department’s dedicated DIF line item (the staff packet lists multiple DIF line items and the presenter highlighted the specific general ledger code used for this project). Council members asked questions about DIF rules and whether funds are restricted; staff confirmed the funds are earmarked for specific department purposes and cannot be used for other departments. The council approved the resolution, authorized the contract award to Andrade Construction and directed staff to proceed with contract processing.
