Department of Finance and LAO staff cautioned the fee eases but does not close the Motor Vehicle Account (MVA) funding gap. LAO analyst Rachel Ehlers told the committee the MVA faces a structural gap of roughly $170 million and that the $1 fee will help but not resolve the account’s longer‑term shortfall.
