Tavares council establishes fund and approves initial design services for Golden Triangle Regional Park

The Tavares City Council on June 4 adopted a resolution creating a restricted special revenue fund to account for Lake County contributions to the Golden Triangle Regional Park East and approved a service order with Powell Studio Architecture to begin master planning for both the East and West campuses.
The council adopted Resolution 2025-10 to establish the “Golden Triangle Regional Park East County Assistance Fund,” a special revenue fund intended to record and report restricted county contributions under GASB standards. City staff told the council the interlocal agreement with Lake County allocates $1,500,000 per fiscal year for 2024 through 2032, not to exceed $13,500,000 in total; those county funds are restricted to park development. Mayor Price led the voice vote to adopt the resolution.
Council later approved Service Order No. 01 with Powell Studio Architecture for initial research, community engagement and concept planning covering both campuses. Staff described the service order as a master-planning phase that includes public meetings, project research and concept plans; funding for the East Campus portion will come from the Lake County interlocal funds and funding for the West Campus portion will come from proceeds of the Fred Stover Sports Complex sale. Powell Studio’s initial allocation was described in staff materials as $145,000 for the East Campus and $145,000 for the West Campus. Jeff Powell, identified in the meeting as the president of Powell Studio Architecture, attended the meeting and answered questions about the scope.
City staff said finance brought the resolution forward to meet governmental accounting requirements (GASB) for reporting restricted funds and to ensure the county contributions are shown in a special revenue fund. Staff also noted that proceeds from the Fred Stover sale were identified by council previously for improvements at what is now called the Golden Triangle Regional Park West Campus, and a portion of those proceeds will be used for the West Campus service tasks in Service Order No. 01.
Both the resolution and the service order were approved by voice votes. Council did not provide a roll-call tally for those items during the meeting record; staff described the votes as passed on voice vote.
The council packet and staff presentation referenced an interlocal agreement with Lake County and the Fred Stover purchase-and-sale agreement as the source authorities for the restricted funds and the West Campus funding allocation. The resolution is a first step in establishing accounting and oversight for restricted county funds, and the service order is the city’s step to begin municipal-led planning and public engagement on both park campuses.
The council will continue to budget and track expenditures for the park work under the new special revenue fund and will receive design products and community engagement deliverables from Powell Studio as the service order proceeds.
