Council members repeatedly asked staff to identify the total cost and to confirm which portions of the project the city can complete in-house. Staff said the streets department will do interior framing, exterior paving and some site work; they estimated the in-house dirt and site prep work has saved roughly $75,000, and that the parking-lot and related site work could cost a contractor about $150,000 if contracted out (figures given in the meeting were presented as estimates). Staff emphasized electrical work must be done before the shop can operate and that available in-house electricians are already heavily scheduled.
No formal vote was recorded; staff said they would advertise the corrected bid package for mechanical and electrical work next week and would use schedule-based bids that allow partial awards based on budget availability.
