Board members said the tributes recognized long service and contributions to public safety.
Board member Tommy Puckett recalled James Garnett as "a very knowledgeable, very calm, very calming type person" and said, "He will be missed." Another board member who served with Harold Winings noted Harold's long narcotics work and offered condolences to Winings's family. Regarding the fire members, colleagues said they had heard from multiple acquaintances who described Richard Faulkner as "a great guy" and offered condolences to his family; similar remarks were made about Stuart Brashear.
The mayor added remarks honoring the officers and the widow, noting the years of public service and extending thoughts to the families.
The board then moved on to subcommittee updates and other business.
