Public commenters criticized the contractor’s past work quality and asked for accountability. Staff said Topes was the low bidder in the prior RFP, that Topes is local, and that all work is performed under city direction via a work‑order system; staff reviews invoices and pays only for verified work.
Public Works staff said the contract covers street‑tree pruning, median and park maintenance and emergency tree response; staff estimated the city would likely approach but not necessarily exceed the current contract cap. Council members noted there were several bidders in the prior procurement but Topes was selected as the low bidder and emphasized the council and staff will hold the contractor to contract standards.
The council approved the extension by voice vote; staff said the extension is authorized only with council approval per the contract language and that the extension does not preclude re-bidding at a later date.
