Leander City Council completed a number of routine and project-specific actions at its June 5 meeting. This roundup lists each formal action the council approved, the recorded outcome and relevant notes.
- Consent agenda (items 9'21): Approved unanimously. (Motion to approve consent agenda carried; no individual items pulled for discussion.)
- Item 22: Ordinance making findings under the Texas Parks & Wildlife Code regarding the dedication of a utility easement on public parkland (Lot 17, Block F, Crystal Springs Phase 1). Motion to approve passed unanimously. Staff said the easement would be underground and would not impact planned park development.
- Item 26: Waiver to residential phasing plan requirements for subdivision case CP-25-0043 (Lost Woods Estates concept plan, ~28.12 acres). Council approved the waiver allowing the development to proceed as a single phase; motion carried unanimously.
- Item 27: Development agreement DA-24020 Messina office and retail (reimbursement for construction of South Chipotle Street). Council approved the development agreement unanimously. Staff said prior fees-in-lieu will be applied toward construction costs.
- Item 28: Presentation of the 2025 Leander Public Arts and Culture Commission master plan. Council received the plan and asked staff and LPAC to return with clearer, prioritized implementation steps (no adoption; no vote taken).
- Item 30: Facility master plan proposal submitted by Park Hill. Council approved contracting with Park Hill for a facility master plan and a location analysis, including a fire-station-specific consultant; motion passed unanimously. Staff said additional FY2025 mid-year budget funds would be requested to cover the scope.
- Other public hearings and zoning items that were approved (see separate articles): PUD for VFW Post 10427 (Z-25-0159) approved unanimously; microtrenching ordinance (OR-25-0030) approved as amended (unanimous); special-use permit Z-25-0165 (smoke shop) approved 5-2 and subject to Old Town design and signage conditions.
- Executive session items (briefed): Council met in executive session per Texas Government Code 551.071 to consult with legal counsel on acquisition of property for public purposes and right-of-way opening/closing matters; council reconvened and reported "no action" on both items.
Why it matters: The consent approvals and the project agreements move infrastructure, subdivision and facility planning forward and set the stage for site-specific work and budget requests this year.
What's next: Staff will process each approved ordinance/agreements for implementation, return individual lease and ground-lease exhibits for telecom and tower sites, and present the Park Hill facility master plan deliverables once completed.
