The Oswego Planning and Zoning Commission approved a special-use permit on Thursday for Barkville Buddies, a proposed dog-friendly bar and 2,700-square-foot outdoor dog park to be located at 174 South Harrison Street.
Applicant Nicole Nicklin, who identified herself and provided an address for the record, told commissioners Barkville Buddies is designed as a membership-based dog bar where owners may bring dogs that are vetted for vaccinations and behavior; the indoor area will be separated from other retail spaces and an exterior, fenced dog area will be connected to the indoor bar via a controlled entry. Nicklin said the concept blends a small bar offering (bottled beer and canned wine initially), membership and day-pass options, and programming for meetup groups and events.
Mike Hertimon, a public speaker who gave his name and address, addressed operational matters and supported a model that can accommodate walk-in visitors from out of town with waivers or day passes. Commissioners and staff discussed winter operations, year-round coverage options (including heat lamps and covered areas), membership and day-pass structures, noise and wall construction for sound/insulation, food-truck access, and liquor licensing. Nicklin said she had applied for the liquor license and planned to start with bottled and canned beverages.
The commission’s recommendation approving the special use was conditional: final engineering approval, adherence to the maintenance plan included in the packet, and a requirement that the property owner begin annexation to Fox Metro Water Reclamation District within 18 months and complete full connection within 24 months. Staff noted the annexation/connectivity timeline was intended to provide flexibility while the applicant and the property owner address septic and engineering issues.
The motion to accept the findings of fact and recommend approval of the special use permit was moved and seconded; the commission approved the special use by roll call.
Nicklin said she intends to provide a membership framework, require proof of vaccinations and owner supervision, and run events and meetups to drive interest. The indoor area for Barkville Buddies will be separated from neighboring tenant spaces and will include a large garage-style opening to connect indoor and outdoor areas during suitable weather.
