Wake Forest social district to begin June 5; businesses must opt in and meet ABC insurance requirements

Town staff provided an implementation update on the Wake Forest Social District ordinance and outlined the rules, business enrollment process and enforcement steps ahead of the district’s launch.
Town staff said the town commission has adopted an ordinance establishing a Wake Forest Social District that will take effect June 5, 2025. The district is scheduled to operate Thursdays through Saturdays from noon to 9 p.m., staff said. The district allows certified, licensed establishments and registered participating businesses to sell alcoholic beverages in approved cups that may be carried within the defined district boundary during the district’s hours.
Staff said they submitted the district boundary to the North Carolina Alcoholic Beverage Control Commission on May 13; the submission was accepted May 16. "We are officially registered with North Carolina ABC Commission," the presenter said during the meeting.
Participating businesses must provide proof of $1,000,000 in commercial general liability insurance and $1,000,000 in liquor liability insurance and name the town and its employees and agents as additional insured; staff said those insurance requirements were a frequent point of follow‑up with downtown ABC permit holders. Businesses that complete the registration and provide required insurance will receive a uniform social district sticker for display.
Staff described signage and outreach: boundary signage will be mounted on poles where available and sidewalk vinyls will mark the edge of the district where poles are not present; staff said the town has used sidewalk vinyls successfully in past promotions. Town staff also said they produced pocket brochures, A‑frame signs for events and a short promotional video; materials will be distributed to participating businesses and to officers for reference.
Staff said the municipal campus and town hall parking lot are excluded from the social district. The presentation also addressed overlap with events: alcohol served by vendors under a special event permit (for example, Friday Night on White) is not authorized to be served in a social district cup; staff said that restriction stems from ABC guidance on special event permits. Staff noted some complexity in the overlap and said they have written guidance from ABC staff; one point staff has not fully clarified is whether a drink purchased from a vendor operating under a special event permit may then be carried into a participating business — staff said answers vary by ABC contact but they have written guidance from an ABC legal staff member and will follow that guidance.
Staff said the town has created a dedicated social district email address for questions and that the registration form will remain available on the town website. The registration form allows businesses to change enrollment status with a 10 business‑day lead time to receive a new sticker. Staff said they will collect data on business impacts through business surveys and informal follow‑up, and that the board will review the social district’s effects in November.
Commissioners and staff discussed enforcement, signage and outreach, and staff said they have coordinated training and materials with the police department. Several commissioners encouraged tracking business outcomes and said the town will ask the chamber and downtown organizations to support data collection.
Staff concluded by reminding commissioners the district begins June 5 and encouraged residents and businesses to consult the town website for maps, rules and the management and maintenance plan.
