The Land Use and Zoning Committee voted to approve a small-scale land-use amendment and the companion conventional rezoning affecting a portion of a lot at the northwest corner of Florence Street and Phyllis Street.
Planning staff said the site subject to the amendment is 0.09 of an acre (the overall lot is about 0.11 acres) and that the land use change would resolve a split land-use/zoning condition on the parcel by designating the frontage as medium-density residential (MDR). Staff recommended approval, noting surrounding lots and recent approvals nearby are more supportive of residential uses. The Planning Commission considered the application on May 22 and unanimously recommended approval.
A single speaker, Zach Miller, filed a card in support for questions only and had no substantive opposition. The committee recorded votes of 6 yeas, 0 nays on the land-use amendment (Ordinance 2025-0269) and 6 yeas, 0 nays on the companion rezoning (Ordinance 2025-0270), approving both measures.
Staff emphasized the action would provide consistent land-use and zoning across the entire lot and be compatible with the single-family area to the north and west. No development permits were granted at the meeting; this action updates the land-use and zoning designations and refers further development to administrative reviews.
