Parker council sets application process and 06/13 deadline to fill council vacancy

Council Member Randy Kirchow told the council on June 3 that he expects to leave Parker before June 17 and that he has not yet submitted a formal resignation. The council discussed options for filling his seat and adopted a short timetable and application process to select an interim replacement for the unexpired term.
Council directed the City Secretary to post the vacancy on the city website and to accept applications for a period of not less than five business days, with council members amending an initial motion to set the application deadline as 5:00 p.m. on Friday, June 13. Council members agreed the list of applicant names should be made public; staff said a separate packet with applicant materials could be distributed to council and posted where appropriate. The council recorded a vote adopting the application process and deadline by voice vote, 5-0.
On a separate motion, the council voted 5-0 to use the same application form required for candidates running for elective office as the city’s application for appointment to the council, and to allow applicants to include an attachment explaining why they wish to be appointed. Council members discussed whether interviews would be public or closed and left that decision to be determined depending on the number of applicants; council noted it may decide on an appointment at the June 17 meeting or defer action to the July 1 meeting if interviews are required.
City staff advised that, if applications are submitted late on Friday the 13th, they could issue a separate packet so council has materials before the meeting; otherwise applications received by the stated deadline would be included in a separate packet distributed to council and to the public. The City Secretary was instructed to publish applicant names in advance of council consideration.
No formal resignation letter from Kirchow had been filed at the June 3 meeting; Kirchow said he would likely leave the city by June 17 and would submit a formal resignation indicating his final date.
