Sweetwater sets residential brush, demolition fees; contractors directed to use private dumpsters

The City of Sweetwater Board of Commissioners approved a revised schedule of fees for brush and demolition pickup that makes the first monthly load free for residents and sets each additional residential truckload at $75, while directing contractors to use private dumpster vendors.

Joanne (staff member) provided options and recommended that contractors pay private dumpster fees rather than use city pickup; she said, “We're recommending for contractors that they have to pay the $400, if they want us to do their loads. That's still cheaper than what they can get a dumpster.” The record shows the board considered enforcement challenges in distinguishing contractor work from homeowner disposal and discussed charging contractors $400 if city crews are used and the contractor status is later discovered.

Under the adopted wording the board approved: brush pickup per month — first load free for residents, each additional load $75 per truckload; demolition pickup per month — first load free for residents, each additional load $75 per truckload. The schedule instructs contractors to utilize a dumpster vendor; meeting minutes state that if the city does pick up contractor loads, the charge will be based on weight and disposal cost. Staff said that contractors commonly pay about $400 to have a dumpster handled and that dumpster vendors may levy charges (for example a monthly fee to have a dumpster in place even when not emptied).

Commissioners discussed enforcement and billing. The record includes a staff note that landfill gate changes reduced the municipality’s out-of-pocket burden and that residential customers receive one free monthly load; the change was framed as balancing fairness for residents and the city’s fiscal responsibility. One staff explanation in the record: “the first load is free. Mhmm. So every month, every citizen gets the first load free. So we are only talking about loads, second loads, third loads, fourth loads after that first free load that there is currently a $75 charge.” The board voted to adopt the schedule language clarifying brush and demolition additional loads and contractor expectations.
