Oakdale awards $142,200 contract to replace lights at Kerr Park baseball field

The Oakdale City Council unanimously approved a contract with Modesto Executive Electric to replace and upgrade lighting on Field 1 at Kerr Park, authorizing $142,200 for the installation plus a 10% contingency for a total project budget of $156,200.
Parks staff presented the proposed scope, saying the project will reuse existing poles, ballast boxes and conduits while removing and replacing 22 floodlight fixtures, adding ballast as needed and providing a lockable on/off control box. The project was presented as capital project 241 and is budgeted from the Parks Replacement Fund (Fund 549).
“This project includes reuse of the existing light poles... removal and replacement of 22 floodlight fixtures, installation of additional ballast, and... a lockable control on and off switch, with a box and all of the disposal costs of the old light fixtures,” said the parks presenter (Zan) during the staff presentation.
Staff reported Modesto Executive Electric was the apparent low bidder at $142,200 after an informal bidding process. Staff recommended awarding the contract to Modesto Executive Electric and authorizing a 10% contingency of $14,200.
Council members asked about theft prevention and maintenance. Staff said the city will use camera monitoring tied to the real-time crime center and that the lights will be LED, which reduces maintenance frequency. Staff also clarified that existing use agreements for youth groups (OBSA and others) remain in place and this contract covers lights only; field maintenance agreements were not changed by the vote.
The council approved the resolution to authorize the city manager to execute the agreement and the contingency fund by a 5-0 vote.
Project funding: $142,200 contract award + $14,200 contingency = $156,400 total budgeted from Parks Replacement Fund 549 (capital project 241).
