Sweetwater commissioners approve zoning, budget, right-of-way closures and hazard plan; library and school budgets okayed

The City of Sweetwater Board of Commissioners voted to approve a series of ordinances, budgets and a county hazard mitigation resolution during its regular meeting.

Commissioners approved Ordinance 10-49 to zone a recently annexed portion of Inglewood Drive and Ordinance 10-51 to close a right of way off Rose Lane. The board adopted the city budget and tax levy on final reading, approved library and school budgets included in the packet, and took first reading of Ordinance 10-52, a budget amendment. The board also approved a resolution to adopt the 2025 Monroe County National Hazard Mitigation Plan, which the meeting record notes does not obligate the city to fund or operate plan elements but requires participation in plan development and risk identification.

The approvals were largely procedural and came after staff presentations. The board voted on the city budget and tax levy on final reading with one commissioner voting no and the remainder voting yes; other items passed by unanimous roll call or voice votes.

Ordinance 10-49, zoning the annexed Inglewood Drive parcel, passed on roll call with aye votes recorded from Commissioner Hughes, Commissioner Mosher, Commissioner Richardson, Commissioner Jinx and Commissioner Stets. The library appropriation and the Board of Education budget were approved by voice vote. On the city budget and tax levy final reading, Commissioner Hughes voted no while Commissioners Mosher, Richardson, Jenks/Jeans and Stets voted yes; the motion carried.

Ordinance 10-51 to close the Rose Lane right of way passed after the board noted it had been approved by the planning commission. Ordinance 10-52, an amendment to the fiscal year budget for timing and adjustments, was taken on first reading; staff said the ordinance primarily aligns revenues and expenditures that were affected by grants and updated revenue estimates and that a fuller reconciliation will be presented at second reading when year-end figures are final. The board approved first reading of 10-52 by roll call.

The board also approved a resolution adopting the Monroe County mitigation plan. Staff sent a confirming email before the meeting that the plan adoption “does not obligate the city to funding or operational cost,” the meeting record shows; the motion to approve the resolution passed.
