The board recognized Phillipy and his family at the meeting; Phillipy said he will complete the school year at Whittington and the district will transition his current principalship in June.
Earlier in the meeting the board went into closed session under North Carolina General Statute 143‑318.11 to consider confidential personnel matters. After returning to open session the board moved to approve the personnel recommendations and the personnel addendum presented; the public transcript records the personnel report as approved.
District leaders described the facilities role as encompassing traditional maintenance responsibilities plus strategic planning for upcoming construction projects, including Southwood Elementary and Whittington Middle School projects and work on three high schools. The board indicated the position is intended to lead facilities strategy and operations across the district.
No roll‑call vote counts were recorded in the public transcript for the personnel recommendations; the district said the appointment decision was unanimous.
