Norton planning commission approves replat for Brookside Greens clubhouse; rezoning to go to council

The Norton Planning Commission on an evening vote approved PC application SPR 7 20 25 to replat a 0.3-acre Block C into the larger Block I, a parcel of roughly 11 acres, to make room for a planned clubhouse/community center at Brookside Greens.
The commission voted 4–1 on the final site-plan replat. Commissioners Cochran, Peterson, Witzberger and Dowling voted yes; Commissioner Leyda voted no. Because the item is a rezoning, the commission’s approval is a recommendation that will be sent to Norton City Council for the council’s formal action.
Applicant Dan Engle identified himself and said the replat “is proposing to do a replat of Block C from phase 1 of the subdivision” to consolidate the smaller parcel into the larger block behind it. The applicant and the zoning administrator said the consolidation is intended to provide increased space for a community center and to provide road frontage on both Higgins and Clubview. The zoning administrator noted the developer’s long-range plans had included an event center and asked whether a swimming pool would be part of the plans; the applicant said permits for a pool may already have been issued.
Planning staff presented the application as a final replat proceeding. After limited commission discussion, a member moved to approve the replat and another member seconded; the roll call vote approved the site-plan replat and advanced the rezoning to Norton City Council for their review.
Because the commission’s action involves rezoning, the zoning administrator said the file will be prepared and forwarded to council for the council’s review and formal readings. The applicant and staff were told the commission’s paperwork will be finalized and transmitted to the council clerk this week.
The planning commission record indicates the item will appear on a future council agenda for the council’s rezoning decision; no council vote has yet occurred.
