Turnkey site-work package for E.B. Brink Middle School to be rebid after over‑budget responses

The Lenoir County Board of Education received an update May 5 on the E.B. Brink Middle School construction project, including a schedule for rebidding one remaining site‑work package.
The district’s project representative, Mr. Harvey, told the board that Metcon opened dozens of bid responses on April 24 and that the overall response “well surpassed any other project that they had directly worked on.” After the first opening, eight bid packages could not be opened because they did not meet required response counts; those eight were opened on May 1 and only one package—described as the turnkey site‑work prep package—remains to be readvertised.
Mr. Harvey said the site‑work package will be re‑advertised with more specific details because initial responses “came in well over budget.” A new bid opening for that package is scheduled for May 13 at 2 p.m. at Central Services. He said Metcon and Barrington Smith will audit the responses after that opening and that notice‑to‑proceed letters are expected to go out in June.
Metcon’s project manager reported more than 90 bid packages were opened overall; the team is auditing responses before the construction phase begins. No formal vote was required on the update.
Board members asked questions about the rebid and whether the higher bids were expected; Mr. Harvey said the number of bidders was higher than anticipated and that the dollar amounts exceeded projections, prompting the rebid.
The board was invited to attend the May 13 bid opening. If the audit confirms acceptable responses, the district expects to proceed to the construction phase after notices to proceed are issued in June.
