Board signs NDA to begin talks on purchase of Kinport radio tower site

Adam McKinney, chief technical officer for 9-1-1 communications, asked the board to approve signing a non-disclosure agreement (NDA) with Day Wireless to open confidential discussions on the possible purchase or other transfer options for the Kinport radio tower site — described in the presentation as the busiest site in the statewide radio network.
McKinney recounted the site's history: Clark Wireless (Day Wireless predecessor) gifted co-location access in earlier years; after service interruptions in 2021 DayWireless replaced and upgraded electrical and roof systems and moved commercial equipment away from the site. The county has paid a lease on the site since 2022; the existing lease is current through the end of the year and auto-renews unless changed. McKinney said Day Wireless indicated a willingness to discuss a variety of options, including payment plans or in-kind arrangements. He also said that if the county continued to maintain and collect existing lease agreements with other agencies that use the site, the site could be revenue-positive over time by avoiding monthly lease payments.
Commissioners asked clarifying questions about ownership of underlying land (Bureau of Land Management), potential to acquire the ground from BLM under applicable programs, and the extent of equipment owned by county agencies versus commercial occupants. McKinney said legal counsel had reviewed the NDA and recommended proceeding with confidential discussions. A motion to sign the NDA and begin conversations with Day Wireless was made and approved by voice vote ("Aye").
