Developers and their representatives told the council the project aligns with the city master plan for industrial use in the Irvington area and described mitigation measures for dust, noise and screening.
Brent Beller, representing the applicant, said the city's master plan had earmarked the area for industrial uses and described the development as 20 lots with most planned as GI and two larger parcels (identified as Lot 16 and Lot 19) zoned HI. Beller said the special-use permit for Lot 18 would allow a single user to perform aggregate recycling — grinding old concrete into base material — and described on-site controls including high-powered watering systems, screening and street sweeping to reduce particulates. He said noise is expected to reach about 65 to 70 decibels at peak, below the city's referenced sound standard of about 80 decibels under the cited sound ordinance.
Beller also noted prior neighborhood outreach and said grading has started; Planning Board and Planning Department recommended approval. The council approved the motions by voice and roll call: Councilmember Begley — yes; Councilmember Hugg — yes; Councilmember Johnson — yes; Councilmember Roe — yes; President Harding — yes. Motion passed 5 to 0.
The developer representatives on the record included Brent Beller and co-developers Tim McGill and Jesse Calabrio; Caleb Beasley with ENA also participated. The special-use permit was limited in scope in testimony to aggregate recycling as described by the applicant. The council's approval covers rezoning, final plat, the limited special-use permit for Lot 18 and the subdivision agreement; subsequent site-level permits and compliance checks remain necessary.
