Board approves temporary rehiring at CCHP and limited travel waiver for Clerk-Recorder; both pass unanimously

The Contra Costa County Board of Supervisors unanimously approved two administrative items on June 10: a limited waiver to California’s 180-day rehire restriction to allow a retired Contra Costa Health Plan (CCHP) manager to return part-time, and a one-time, county travel policy waiver to permit in-county lodging and bus transportation for Clerk-Recorder staff hosting the California Association of Clerks and Elections Officials annual conference.
Irene Lowe, interim CEO of Contra Costa Health Plan, requested board approval to permit Terry Leader — a recent retiree who previously served as director of provider relations, credentialing and contracting — to return on a part-time basis as a Health Services Administrator C. Lowe said Leader’s return would support operational readiness and continuity as CCHP prepares to launch a Medicare‑Medi‑Cal dual special needs plan in January 2026. The waiver is a limited pension compliance exception; the board approved the waiver 5–0.
Clerk-Recorder Kristen Connolly asked the board to permit lodging for 13 managers and supervisors and to pay registration and bus transportation fees for 33 additional staff to attend the statewide conference hosted in San Ramon. Connolly said the request was fully supported by private grant dollars and that hosting the conference would showcase Contra Costa County. Supervisors questioned policy precedents and whether grants could be treated differently, and the County Administrator said county practice generally treats grant funds the same as other sources for travel. After discussion — and multiple supervisors expressing support for staff development and the economic benefit of hosting a statewide conference — the board approved the one-time, grant-funded travel waiver 5–0.
Both approvals included direction to staff to follow county procurement and pension rules and to return with any required documentation; no public commenters spoke against either request.
