Contra Costa County’s Board of Supervisors opened a public hearing on June 10 and adopted the tentative fiscal year 2025–26 assessment for Community Service Area EM‑1, which supports an enhanced, countywide emergency medical services (EMS) system.
Marshall Bennett, the county’s emergency medical services director, told the board the assessments fund pre-hospital advanced life support, first-responder support and EMS technology. He said proposed assessment rates were unchanged from the prior year: $3.94 per single-family-equivalent benefit unit for Zone A (San Ramon Valley) and $10.00 per benefit unit for Zone B (the rest of the county). Bennett said the Zone A lower rate reflected legacy EMS enhancement funding approved in 1988.
The board opened the public hearing and invited comments; no callers or Zoom participants offered public comment. After brief discussion the board closed the hearing and adopted Resolution No. 2025-191 to confirm the tentative report and assessment set, with the motion passing unanimously.
Adopting the tentative report is the step needed before the county prepares a final report and presents it for confirmation; that confirmation will constitute the levy of the assessments for the coming fiscal year.
