Council approves multiple fiber construction bids and one out-of-city installation; municipal broadband annual report presented

Providence City Council on May 21 approved several motions to expand the city's municipal fiber network and heard a required annual report on municipal broadband.
Highlands Phase 4 and pond cabinet Staff recommended construction of a new pond cabinet to provide capacity for planned Highlands development. City Manager Ryan Snow explained the pond cabinet option provides the most flexibility and future growth capacity compared with splicing methods. The council accepted the construction bid for the Highlands Phase 4 fiber extension and pond cabinet; staff said the project will be funded from the fiber enterprise fund rather than the general fund.
Gateway buildings The council accepted bids to finish fiber connections for several remaining Gateway buildings. Staff asked the Gateway HOA to help notify residents once the drops are installed; the council attached an outreach requirement as part of the approval.
Out-of-city service request The council considered the city's first request for an out-of-city fiber installation. Property owner Jesse Pace requested fiber at a rural house that sits outside Providence city limits. The council approved the request on conditions recommended by staff and legal counsel: (1) a letter from the jurisdiction in which the property sits (county) authorizing municipal service there; (2) the customer will pay for required construction; and (3) the customer will be billed at the same residential rate as in-city customers.
SB165 municipal broadband reporting City staff presented the municipal broadband annual report required by the Utah legislature (Senate Bill 165). The report, included in the tentative budget packet, summarized subscriber counts, projected growth, and debt and reserve status for the fiber enterprise. Snow said the state-required 10-year projection is "fuzzy" beyond five years because the system has only a short operational history, but staff completed the report as required and will resubmit at the next hearing if needed.
What this means The council's approvals allow staff to proceed with contracting and construction scheduling. Staff said they will continue to require customer-funded drops when a resident orders service, but the council approved finishing drops in some multi-unit buildings when the HOA requested the city do so to avoid repeated digs and to improve marketing reach.
