Resident urges immediate water-line replacement and road upgrades near Hildale 18 subdivision

During the May 21 public comment period, Providence resident Mimi Racker raised safety and infrastructure concerns tied to the Hildale 18 subdivision at the city's northeast edge.
Racker said 400 East, the main road serving the proposed development, is roughly 20 feet wide with no curb, gutter or sidewalks and carries pedestrian traffic including schoolchildren. She asked whether the city would upgrade the road to a minor collector and install sidewalks rather than relying on cul-de-sac layouts that would increase pressure on 400 East.
Racker also pressed officials on water infrastructure. Quoting the applicant's materials, she said the developer's filing described an "undersized" existing line made from heavily corroding cast iron and noted a proposed capital improvement cost of $314,000 to replace mains and services along 400 East.
She asked the council to accelerate replacement and to test drinking water for lead and heavy metals.
Staff response City staff responded in the meeting that the project scope includes replacement of the water main along the route and that the contractor had been asked to upgrade the line as part of the development project. The manager said: "So that's part of the project. So, the water, we're taking care of with the project... I think they're coming. I don't know their exact time frame." He added water-quality tests are taken throughout the city and staff would follow up to provide specifics to the resident.
What was requested and next steps Racker asked specifically: (1) when the road would be widened to handle increased traffic; and (2) that water quality be tested without delay and replacement be done now rather than years later. Staff said they would follow up on road-widening timing and confirmed the water-line replacement was included in the development project scope; staff will provide more detail to the resident outside the meeting.
