The council approved the tentative budget after a presentation by City Manager Ryan Snow, who described the document as the opening of a 30-day review period. "This is the opening of that process and not the closing of that process," Snow told the council as he summarized the proposed spending plan and the capital projects it would fund.
The council also voted on zoning and infrastructure items. After debate over a developer's proposal to split a 2.5-acre parcel into commercial frontage and multifamily behind it, the council voted to rezone the entire parcel as Commercial Highway District, returning it to the city's prior designation and clearing a procedural hold on the developer's subdivision application.
On municipal broadband, the council approved bids to extend fiber into the Highlands Phase 4 area, accepted bids to finish fiber work at the Gateway buildings, and approved one out-of-city service request (see "Votes at a glance"). City staff said the fiber work will be paid from the fiber enterprise fund rather than property tax revenue.
The meeting also included public comments about an upcoming subdivision called Hildale 18, where a resident urged immediate replacement of a corroded cast-iron water main and roadway upgrades on 400 East; and from residents concerned about potential historic-tree removals tied to sidewalk work in the city's historic district. Council members said staff will return with arborist, engineering and environmental reports before making final design decisions on the sidewalk project.

City Manager Ryan Snow asked the public to read the budget and send comments to him during the 30-day period. "Any kind of comments or feedback is taken over the next 30 days and they can send that to me," he said. The council scheduled no additional special sessions related to the items voted on Wednesday.
