Commissioners held an extended discussion on how the commission’s budget should handle events, promotional activities and discretionary funds. City administration presented an inventory of neighboring cities’ practices — some have lump‑sum promotional accounts, some allocate per‑commissioner event budgets, and others use broader discretionary funds — and asked commissioners whether they wanted a separate ‘promotional/special events’ line and whether that line should be individual to each commissioner.
Staff said the city currently has a general promotional column in the commission budget (an $8,000 lump sum example was shown for a comparable city) but no formal policy that defines allowable uses. Commissioners repeatedly asked for more transparency and for staff to present options showing: a) keeping a single lump promotional line in the city budget; b) creating individual per‑commissioner event line items (e.g., $6,000–$16,000 ranges shown in peer cities); or c) increased discretionary funds that commissioners allocate themselves. Staff said parks & recreation already carries the largest citywide events and that a commission line would likely cover smaller community or district events.
At the workshop commissioners also asked for a breakout of the Commission’s total budget (how much goes to salary/benefits vs. operating) and for clear written rules about allowable uses of promotional and discretionary funds (examples: backpack giveaways, district events, vendor purchases, or non‑allowable items). Staff said they will draft policy language, present budget breakdowns by line item and offer options for how to structure promotional/event dollars for the July budget process. No final policy or allocation was adopted at the meeting.
Commissioners asked that any proposed policy include equitable distribution across districts and clear procurement/approval processes when a commissioner wishes to spend promotional or discretionary funds.
