Legislative Audit Oversight Committee approves FY 2027 base budget for Utah Legislature

The Legislative Audit Oversight Committee voted to approve the Utah State Legislature’s fiscal year 2027 base budget and asked the speaker and president to certify the amounts for inclusion in the governor’s budget recommendations.
Steve Allred of the Legislative Fiscal Analyst’s Office presented the request, describing it as a “base budget” (no increases from the current year) and asking the committee to sign a letter that would send the certified legislative budget to the governor. Allred said, “the FY ’27 based budget, that is $52,837,800. And the total budget would, if assuming all the other estimates are correct, is about $53,000,000.” He also noted that most legislative expenditures are personnel-related and that the legislative branch is small in budget and FTE compared with other branches.
Allred said the FY 2026 general fund number is set and appropriated and becomes the FY 2027 base; other figures in the packet are estimates. The committee packet includes a roll-up of all legislative offices and separate pages for each office showing financing (top half) and expenditures (bottom half). Allred told the committee the FY 2025 actuals and that the legislative budget supported about 212 FTE in FY 2025.
Senator Karen Kwan joined the meeting online and asked whether the packet pages in the room were available online. Allred said the materials were not posted yet but that they would be posted as soon as possible and offered to email copies. Representative Angela Romero offered to email the packet to members.
President Adams moved that the committee approve the FY 2027 legislative budget and recommend that the speaker and president certify it to the governor. The motion passed on a voice vote. Earlier in the meeting the committee also approved the minutes of the Oct. 16, 2024 meeting and then adjourned.
The committee’s action is a certification request to the governor (per the Budgetary Procedures Act); it establishes the legislature’s base request for the governor’s budget process but does not by itself authorize any increases beyond the FY 2026 appropriation.
