Utah Senate consents to slate of governor appointments; Jeremy Andress confirmed to Board of Economic Opportunity

The Utah State Senate in an extraordinary session consented to a group of appointments transmitted by Gov. Spencer J. Cox. The chamber separately voted to consent to Jeremy Andress for the Board of Economic Opportunity by 23 ayes and 2 nays with four senators absent. The Senate then voted, 25 ayes and 0 nays with four senators absent, to consent to the remaining appointments listed by the governor.
The governor’s written communication dated Sept. 15, 2025, proposed a list of appointments that the Senate considered, including: Jess Dalton and Kevin Hinton to the Board of Aging and Adult Services; Brett Veros to the Board of Pardons and Parole; Robert Goldberg to the Board of State History; Andrea Wilson (reappointment) to the Real Estate Commission; Mark Packard (reappointment) to the State Money Management Council; Nate Marshall to the State Charter School Board; and Josie White to the Utah Behavioral Health Commission. Senate staff read the list into the record during the session.
Senators reported that the relevant confirmation committees had met and recommended consent. Senator Evan J. Vickers, chair of the Senate Business, Labor and Economic Development confirmation committee, and Senator Ann Milner, chair of the Senate Economic Development and Workforce Services confirmation committee, submitted written favorable reports on Andrea Wilson, Mark Packard, Jeremy Andress and Robert Goldberg. Senator Keith Grover, chair of the Senate Health and Human Services confirmation committee, reported favorable recommendations for Jess Dalton, Kevin Hinton and Josie White. The Senate Law Enforcement and Criminal Justice confirmation committee reported a favorable recommendation for Brett Veros.
Senator Hinkins offered the motion to consent to Jeremy Andress’s appointment to the Board of Economic Opportunity. After a roll call, President Adams announced the tally as 23 yay votes, 2 nay votes and 4 absent; the Senate consented to Andress’s appointment. Senator Hinkins then moved that the Senate consent to the remaining appointments as read by Senate staff. After committee reports and brief remarks from committee members, the Senate recorded a vote of 25 yay, 0 nay, and 4 absent to consent to the remaining appointees.
Following the votes, the president asked the newly appointed individuals in the gallery to stand and be recognized. The governor’s Sept. 15, 2025 transmittal letter cited Utah Code sections 67-1-1 and 67-1-2 as authority for the appointments.
