Council clears Saint Rita event requests, sets holiday and meeting changes, and outlines Halloween safety plans

Saint Rita Parish requests: The council approved a request from Saint Rita Parish to assist with barricades and police detail for the Feast of Christ the King procession scheduled for Sunday, Nov. 23, 2025 (motion carried 5-0). The council also approved a request for Saint Rita to sell beer and wine at the Heron Hand Music Festival on Dec. 6, 2025, subject to Harahan Police Department review and required police details (motion carried 5-0).
Calendar and holidays: Council approved a change to the February 2026 meeting date from Feb. 19 to Feb. 26 to avoid Mardi Gras week (vote 5-0). Council also voted 4-1 to remove July 3 as an observed holiday in 2026, citing potential overtime costs for police and fire if both the observed and actual holiday were paid.
Public-safety and events planning: Police and city staff described planning for Halloween (an expected busy Friday evening) including street closures, lost-and-found stations, EMS coverage and portable toilets. The police chief said the department will coordinate with neighboring agencies and emphasized parents should monitor children and avoid property damage; city staff said they will publish street-closure and safety notices on the city app. The council approved a Special Meeting date of Nov. 3 at 6:30 p.m. to consider the 439 West Avenue matter if the required documents are obtained.
