Chris Williams of the Office of Legislative Research and General Counsel briefed members on the annual administrative-rule reauthorization process, reminding the committee that many administrative rules automatically expire each year on May 1 unless the legislature reauthorizes them. "All administrative rules each year expire on May 1, unless those rules are reauthorized by the legislature," Williams said. The committee voted to open a committee bill file to prepare the standard reauthorization package for the upcoming general session.

Protection for public employees: Members discussed the Utah Protection of Public Employees Act and a proposal to enlarge the list of "retaliatory actions" to include threats to refer employees to licensing boards or to pursue disciplinary actions before licensing bodies. Committee members said narrowing the definition of retaliation in past years reduced litigation burdens for employers and prompted a desire to target specific new forms of retaliation. Chair McKay made a motion to open a bill file; Representative Thurston and others spoke in favor. The motion to open a bill file to study potential statutory changes passed unanimously.
