The City Council on Oct. 14 approved a revised agreement with Leathers & Associates to design and provide construction assistance for the Castle Park play‑structure replacement project. The updated contract reflects a change from a contract‑led construction method to a community‑build model, which increases the consultant's on‑site construction‑assistance staffing and cost.
Parks project manager Hannah Perez told the council an RFP initially recommended awarding $81,640 to Leathers & Associates for design and limited construction assistance. After council direction to pursue a community‑build construction method, the firm revised its cost estimate to $111,569 to cover enhanced on‑site support: three firm staff members for a minimum of six intensive days to guide volunteer groups and ensure safety and quality during volunteer assembly.
Perez said the enlarged on‑site role includes additional staffing, travel and supervision during the volunteer‑led build days. She reiterated that the overall project remains budgeted under the previously approved $800,000 project allocation.
Perez also announced a final design unveiling scheduled for Oct. 29 at Oak Chan Elementary School at 6 p.m., and told the council staff anticipates community‑build construction in February 2026.
Council approved the revised contract and rescinded the prior resolution unanimously on roll call. Staff said the project remains within its $800,000 budget cap.
