Shelbyville’s City Council took a series of votes on Oct. 9, 2025 covering ordinances, rezoning requests, routine purchases and event sponsorships.
Major outcomes
- Zoning change approved: Council approved an ordinance rezoning approximately 0.93 acres owned by Shannon Lee Harris (referenced as 128 Dover Street in county tax records) from C-2 (General Business) to R-3 (Medium Density Residential). The ordinance passed on roll call.
- Fireworks code amendment: Council amended Chapter 7, Section 4 (fireworks) of the city code to revise allowable July dates to July 2–6 (changed from earlier dates) while retaining the New Year’s provision; the amendment passed on roll call.
- Rezoning (first reading): Council advanced a rezoning on first reading for a 1.08-acre parcel at 804 East Depot Street from R-3 to a mixed classification including C-2; the item moved forward after discussion and will proceed through the planning process.
- Rezoning denied: The proposed rezoning of a 0.92-acre parcel owned by John K. Asherbrander at 103 Moreland Avenue from R-2 to R-4 was denied by council following a motion to deny that followed the planning commission recommendation.
- Consent agenda and purchases: The council approved the consent agenda, which included approval of meeting minutes, monthly reports, accounts payable for September, rescheduling a November study session, renewal of a paving contract with Volunteer Paving LLC, acceptance of annexation referrals and approval to purchase three Ford Interceptor pursuit SUVs for the police department from Lonnie Cobb Ford through a Tennessee statewide contract in a total amount of $175,404 (the fiscal-year budgeted amount was $197,004).
- Resolution: Council authorized an official delegation to attend the 2025 Governor’s Conference in Murfreesboro and approved expenditures for the delegation.
- Business items: Council approved a motion directing the mayor to ask TDOT to apply small-city balances to the Fairfield Pike project (see separate coverage). Council authorized staff to begin the process to change South Spring Street to pedestrian-only access. Council approved Amendment No. 2 to the Gresham Smith engineering contract ($468,525) for right-of-way work on the Fairfield Pike project and approved a $1,500 bronze sponsorship for a Fall Classic event at Celebration Grounds funded from tourism/hotel‑motel funds.
- Appointments: The mayor recommended reappointments to the Park Board (two seats) and noted a vacancy on the ADA authority board; council discussed upcoming appointments but formal council votes on those seats were not detailed in minutes.
Procedural notes: Several items were approved by roll call; where a roll call was taken the meeting transcript recorded affirmative votes from council members present. One motion to shift $750,000 from construction to right-of-way on the Fairfield Pike project was withdrawn after staff said TDOT had already moved the funds.
Provenance: The items above were on the Oct. 9, 2025 council agenda and were discussed during the public hearing and business-items portions of the meeting. This summary lists motions taken during consent, public hearings and business items.
