Morton Grove trustees begin first reading of parking ordinance; experimental residential parking set for Capulina block

The ordinance would add a 2-hour per-vehicle-per-day limit at designated EV chargers and align commuter parking rules by prohibiting overnight parking in surface commuter lots. "Staff recommends the municipal code include a prohibition on overnight parking in the municipal lot at the American Legion Civic Center," Trustee Travis said during the presentation. The ordinance is a first reading; trustees took no final action tonight.
The item follows resident concerns raised during public comment about short-term overnight or multi-day parking for people who travel by train or who attend downtown events. Resident Robert Burkhart said some commuters or theatergoers need options for parking that span parts of two days and urged the village to consider easier ways to allow such users to pay for roughly two days of parking rather than face downtown overnight rates. "I think it needs to be a little bit more open for that," Burkhart said, describing examples from his own travel.
Separately, village staff reported that the Traffic Safety Commission requested an experimental parking restriction for the 5800 block of Capulina. The proposed experiment would make that block residents-only on school days from 8 a.m. to 3 p.m. for vehicles displaying an issued parking placard. Residents on the block are to receive letters and placards; the experimental period is scheduled to run Nov. 1 through April 30, 2026, and the village will survey residents and monitor the area to determine whether the restriction addresses the reported problem.
Trustees did not vote on Ordinance 25-27 tonight; it remains at first reading. The staff report and resident comments will be part of the record as the village considers whether to return the ordinance for a later vote and to begin the Capulina experimental parking period.
The village identified the Municipal Code of the Village of Morton Grove as the code sections the ordinance would amend and said signage would be installed at charging stations if the change is adopted.
